The Case of the Policy Flouting Sysop
The Sysop of a FidoNet Node proclaims in a national Echo conference that he
does NOT operate ZMH as an exclusive NetMail event. Further, he declares that
ZMH is not necessary and that no one may prohibit him from allowing users on
his system during ZMH.
That Sysop is warned by his Net Coordinator that ZMH is for NetMail ONLY and
advised that ZMH Policy has always been and continues to be exclusively for
NetMail only. He is directed to comply or face removal from the Nodelist for
failing to abide by FidoNet Policy. The Sysop refuses citing his same
arguments. The Net Coordinator advises the Region Coordinator and removes
the offending Node from the Nodelist segment of that Net and advises the
offending Sysop that his reinstatement will require acceptance of ZMH Policy
and adherence to same.
The Sysop appeals to the Zone Coordinator, bypassing the Region Coordinator.
The Region Coordinator defers to the Zone Coordinator, since all are aware of
the case, allowing the appeal to be handled by the Zone Coordinator. On the
basis of existing Policy and past and present practice and intent, the appeal
is denied and the Node remains unlisted.
The one thing that distinguishes FidoNet and FidoNet systems from any other
organization of affiliated BBSes or individual bulletin board systems is
their connection by and operation of NetMail. This has always been the
purpose of FidoNet. To ensure the maximum realization of this purpose, one
hour of every system day is devoted exclusively to the processing of NetMail.
This 'golden hour' takes place at the same time in each Region within a Zone
and is called the Zone Mail Hour or ZMH. As a matter of FidoNet Policy, this
ZMH is mandated to be exclusively for the sending and receiving of NetMail.
No other activity is permitted during ZMH if a system wishes to be considered
part of FidoNet and be listed in the FidoNet Nodelist. Any Nodelisted system
that fails to operate in ZMH for NetMail only may be immediately removed from
the Nodelist. A Node so removed may not be reinstated until agreeing to
comply with Policy during ZMH. Appeal of removal for non-compliance with ZMH
Policy will be denied. ZMH is the heart of FidoNet and the reason for its
existence.
